The United Kingdom and the United States have forged a key commercial pact that will ensure zero import taxes on UK pharmaceutical exports being sold in the American market.

Agreement Details of the Accord

As part of the deal, the UK has agreed to increase expenditure on medicines through the National Health Service (NHS). This pledge secures that tariffs on these crucial products will stay at nothing for a duration of the next three years.

This development is in response to recent warnings to hike import taxes on branded pharmaceutical imports, with potential rates floated as high as 100%.

"This agreement between the United Kingdom bolsters the global environment for cutting-edge drugs and introduces long-overdue fairness to transatlantic drug exports," an announcement said.

Trade Impact

Medicines represent one of the the United Kingdom's biggest exports to the US, which is clearly the largest destination for large companies like GSK and AstraZeneca.

Trade data indicate that in the year prior to last September, the UK shipped medicines totaling over eleven billion pounds to the US. This value accounted for 17.4% of British export trade in that timeframe.

"This agreement protects jobs, boosts capital expenditure and facilitates the UK to establish itself as a international leader for medical research," a minister remarked.

Detailed UK Commitments

The deal includes several specific commitments from the UK:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it judges new medicines to be unaffordable by a quarter.
  • Higher Drug Budget: There is a aim to increase overall health service expenditure on treatments from 0.3% of the national economy to 0.6% over the next decade.
  • Rebate Cap: The sum drug companies must pay back to the NHS to stay within budget will be restricted at 15%. Last year, rebates topped twenty percent.

Industry Background

The deal follows a long-running row between the drug companies and the UK government over medicine costs and approval rates.

These tensions were intensified by arguments that US customers were paying a premium for the identical medicines than patients in the UK and Europe.

Recently, several large pharmaceutical investments in the UK have been delayed or cancelled, while substantial expansions have been announced toward American operations.

A senior figure stated that the NHS must spend more on medicines, noting that its expenditure on drugs had decreased as a proportion of its overall budget over the last ten years.
